The underground economy and tax evasion reflect poorly on all institutions involved: the government is short-changed by such activities, and the burden of lost revenue falls on the shoulders of others. At the same time, however, the extent of this phenomenon ensues from the waning acceptance of the prevailing system. In a new scientific inquiry, we discussed the contributory role that disincentives, political mismanagement, and the very complexity and opacity of the laws governing taxation and social security contributions may play with respect to the underground economy and tax evasion with experts from the field on January 18, 2010 in Berlin.
